run-st: runST without boxing penalty

Warnings:
- 'ghc-options: -O2' is rarely needed. Check that it is giving a real benefit and not just imposing longer compile times on your users.
This package provides specializations of runST that avoid a needless
data-constructor allocation for the returned value.
If issue 15127 is
resolved, this package will no longer be necessary.
