to conveniently install prerequisites, run:
cabal build
in the directory with the tiger.cabal file.

The above process fails when building "tiger" itself. Instead, run:
ghc --make Setup.hs -o setup
./setup configure --user
./setup build

then to install tiger:
./setup install
