I think in the move to the new haskell.org we lost the bit of procmail that inserted a "X-Haskell-Hold: YES" header for mails > 40k(?) that didn't look like patches.
It would also be better for us to implement the "is this address subscribed" test ourselves, so that we can let through things that look like patches and commit messages from anyone.
