Can't install cabal or SOE graphics on Win XP or 7

Description

I'm taking a class and I need the School of Expression graphics package installed ... a week ago! I downloaded the ghci package and ghci works. But when I went to install SOE graphics, nothing would work.

I've tried following the various instructions I found online or got from my professor, but they seem to jump over important steps or don't have the effect they're supposed to. Or they'll start out for Windows and then have screen shots of a Linux type shell, and I don't know if it even applies to me.

I found a file called cabal.exe in a subfolder but when I would type anything in the command line beginning with cabal, I get 'not in scope.' I moved it up a couple of levels to the bin where ghci and other stuff are. Same result. I tried a command my prof suggested, -i.\SOE\graph, to add it "the PATH" but the result is the same.

PLEASE where can I find true STEP BY STEP instructions for both Window XP AND 7?? One is my desktop and one is my laptop.
