Use cabal install not cabal upgrade. It does things like upgrade the haskell98 package and you really don't want to do that.

This is fixed in the next release in the sense that the upgrade command has been removed.

The easiest solution is probably to rm -r ~/.ghc/ to unregister all the packages in your per-user package db and start from fresh.
