Metadata revisions for backprop-0.0.1.0

Package maintainers and Hackage trustees are allowed to edit certain bits of package metadata after a release, without uploading a new tarball.     published/put up on Hackage as a call for comments and thoughts.  It has 100%
    documentation coverage at the moment.  Performance was not yet a priority
