Compute the SipHash tag of a byte array for a given key.

sipHash is equivalent to 'sipHashWith 2 4'

Compute the SipHash tag of a byte array for a given key.

The user can choose the C and D numbers of rounds.

calling sipHash is equivalent to 'sipHashWith 2 4'
