SQLCipher bindings for Haskell

This is a fork of https://github.com/GaloisInc/sqlite with added functionality
for SQLCipher[1]. The following SQLCipher specific functions are available:

  * sqlite3_key
  * sqlite3_key_v2
  * sqlite3_rekey
  * sqlite3_rekey_v2
